'Straight pipes' foul Ky.'s quest to clean up long-polluted streams
The local health department can utilize existing regulations to stop straight pipe activity but the problem exists at the local court level who refuse to enforce the regs, as the judges fear that they might not get a family's vote, sooo the local environmentalist do nothing. Why bother? Meanwhile sewage still flows down the creek.
